Peerblock is a piece of software running on you computer a bit like a firewall. It blocks connections to possible bad guys that are in a list. A VPN is a service provided by a 3rd party. A bit like Skype. You use a piece of software that they supply to connect to their network and they behave like a bouncer between you and the rest of the internet.
